Arkansas AD Long chosen selection committee chair

Arkansas athletic director Jeff Long will be the first chairman of the College Football Playoff selection committee, and the rest of the 13-member panel that will decide which teams play for the 2014 national championship will be officially revealed Wednesday.

The announcement of Long to lead the committee and act as a spokesman was made Monday.

A news conference will be held Wednesday at the College Football Playoff's new offices in Irving, Texas, with Long and executive director Bill Hancock unveiling the rest of the members.

The names of the other members expected to be on the committee, however, already have been reported by The Associated Press and other media outlets.

Long is among five current athletic directors, along with West Virginia's Oliver Luck, Wisconsin's Barry Alvarez, Clemson's Dan Radakovich and Southern California's Pat Haden.

Also expected on the committee are: Former Secretary of State Condoleezza Rice; retired Lt. Gen Michael Gould; former Big East Commissioner Mike Tranghese; former Nebraska coach Tom Osborne; former Notre Dame, Stanford and Washington coach Tyrone Willingham; former NFL and Mississippi quarterback Archie Manning; former NCAA vice president Tom Jernstedt; and former college sports writer Steve Wieberg.

The committee will pick the four teams to play in the national semifinals in the new postseason system that will replace the Bowl Championship Series after this season. The winners will play about a week later for the national championship.

Long has led the athletic department at Arkansas since 2008 after holding the same position at Pittsburgh. He played football and baseball at Ohio Wesleyan and worked on the football staffs at Rice, North Carolina State, Duke and Michigan.

"I'm very humbled and honored to serve as the first chairman of the College Football Playoff Selection Committee," Long said in a statement. "There is no doubt our task will be challenging. However, I am confident in the committee members' ability to determine the four best teams in college football. I look forward to getting to work."

Obesity increases a chronic kidney disease patient's risk of developing kidney failure.


Obesity suppresses an important cellular process that prevents kidney cell damage, according to a study appearing in an upcoming issue of the Journal of the American Society of Nephrology (JASN). The findings suggest that restoring the process could protect the kidney health of obese individuals.


Obesity increases a chronic kidney disease patient's risk of developing kidney failure, but the mechanism underlying this connection has remained unclear.


Kosuke Yamahara, Takashi Uzu, MD, PhD (Shiga University of Medical Science, in Japan), and their colleagues suspected that decreased functioning of a process called autophagy might play a role. Autophagy is a degradation system within cells that removes damaged proteins and other defective cellular components, and autophagy insufficiency is common in obese individuals.


The researchers found that in normal-weight mice with kidney disease, autophagy was active in kidney cells. However, in obese mice with kidney disease, autophagy was suppressed and kidney cells became damaged. Normal-weight mice with kidney disease and defective autophagy (due to a gene deletion) also experienced kidney cell damage.


The investigators also discovered that a potent suppressor of autophagy (called mTOR) was hyperactivated in the kidneys of obese mice, and treatment with an mTOR inhibitor ameliorated autophagy insufficiency. Furthermore, both mTOR hyperactivation and autophagy suppression were observed in kidney specimens from obese patients with kidney disease.


"Obesity suppresses autophagy via an abnormal activation of nutrition sensing signals in the kidney," said Yamahara. "Our results suggest that restoring the kidney-protective action of autophagy may improve the kidney health of obese patients."


In an accompanying editorial, Ken Inoki, PhD (University of Michigan) stated that "the results of this study provide an important pathomechanism underlying obesity-associated renal... cell damage."

If it weren't for Chris Messina, #FirstWorldProblems wouldn't exist. Since creating hashtags back in 2007 as way of grouping online conversations, he's spent his time focusing on design and the open web at Google. Perhaps more accurately, redesign. Messina is responsible for the search giant's revamped brand badges, profiles and +1 button, as well as helping create the Google Developers knowledge base. After over three years at Mountain View's cavernous digs though, he's leaving for something a little more intimate. Starting next week, he'll call NeonMob -- a sort of online art / trading card / sticker collecting-hybrid start-up -- home. There, he'll focus on the site's growth and new media-activities like building a community. Oh, and as of right now, he's two pieces shy of completing his first sticker set. Maybe if you help him out, he'll return the favor -- it kind of is his job, after all.

Court documents: Las Cruces man admits to credit union robbery, says he was suicidal

LAS CRUCES >> The man accused of robbing a credit union Wednesday admitted to the crime, telling an investigator that he was suicidal and hoped police would shoot and kill him inside the financial institution, according to a complaint filed Friday in federal court.

Dominic Holland, 26 of Las Cruces, told a Las Cruces Police officer and FBI task force agent that he robbed the First Light Federal Credit Union on Wednesday morning. He had passed a note to a teller, then ran out of the bank with nearly $5,000.

Holland's initial appearance is set for Monday in federal court. He is being held at the Do?a Ana County Detention Center.

While he was inside the credit union, Holland said, he talked to a college professor who recognized him. Holland asked the professor to leave because "something bad was going to happen," according to the complaint. The professor stayed, and Holland knew he would be caught, he told investigators.

Holland ran to a nearby apartment complex, where he had been known to stay. LCPD officers found him there, and authorities accounted for all the missing cash.

Rugby Union: South Africa turn to Du Preez

Scrum-half Fourie du Preez has been recalled to the South Africa squad for the first time since the 2011 World Cup.

The Japan-based back was not part of the set-up for the June series but has been included in the 30-man line-up for their first two matches in the Rugby Championship against Argentina.
Du Preez is one of three players to have been recalled to the squad and is joined by Toulouse prop Gurthro Steenkamp and Stormers back-rower Duane Vermeulen.
Du Preez has been given special dispensation from his club, Suntory Sungoliath, to play in three Tests in South Africa with Piet van Zyl replacing him the squad when he cannot travel with the team.
"We're very thankful to everyone at SARU and Suntory who made it possible to select Fourie," said Springbok coach Heyneke Meyer.
"Fourie has been out of international rugby for a while and it makes sense to involve him as soon as possible. Piet was part of the squad in June and we know what he can do - he will slot in without any problems when necessary."

APNewsBreak: Sikhs added to hate crime stats

WASHINGTON (AP) ? The Justice Department will begin keeping numbers on hate crimes committed against Sikhs and six other groups, in connection with Monday's one-year anniversary of the killing of six Sikh worshippers in Oak Creek, Wis.

Attorney General Eric Holder made the announcement Friday in a blog post, which The Associated Press obtained ahead of its official release. Holder said FBI Director Robert Mueller had approved a recommendation from the agency's advisory policy board to track hate crimes against Sikhs, Hindus, Arabs, Buddhists, Mormons, Jehovah's Witnesses and Orthodox Christians.

"Having accurate information allows law enforcement leaders and policymakers to make informed decisions about the allocation of resources and priorities ? decisions that impact real people, and affect public safety in every neighborhood and community," Holder wrote in the blog post. "Today, I am proud to report that we have taken steps to collect this information."

The addition had long been sought by members of the Sikh community.

Holder also announced a $500,000 grant for mental health and trauma services to those affected by the Oak Creek shooting, including survivors and family members.

A year ago Monday, Wade Michael Page, who had ties to white supremacist groups, walked into the Milwaukee-area Sikh Temple of Wisconsin and opened fire. He killed six priests and worshippers and wounded five others, and then fatally shot himself after he was wounded in the parking lot by a police sniper. Holder Friday called the attack a "heinous act of hatred and terror."

Pardeep Kaleka, son of former temple president Satwant Singh Kaleka, who died in the massacre, said he appreciated anything that can draw attention to people being victimized for things like their race, religion or gender.

"Progress is sort of a climb, and it takes a step at a time. This is one of those steps toward progress," he said.

Amardeep Singh, program director of the Sikh Coalition, said that while he welcomed the announcement as a "critical first step," the underlying conditions that caused the killings remain.

"The last year has once again seen violent shootings and beatings of Sikhs throughout the country," he said. "It will take more than tracking hate crime statistics to stem the tide."

Holder wrote that since the Sept. 11, 2001 terrorist attacks, the Justice Department has investigated more than 800 incidents involving violence, threats, assaults, vandalism and arson targeting Arabs, Muslims, Sikhs, South Asians and those perceived to be members of these groups.

It?s only just begun, but the reelection battle of Mitch McConnell ? the top Republican in the Senate ? is already shaping up to be the marquee race of the 2014 midterms. ?

Start with the primary challenge Senator McConnell faces from Matt Bevin, a wealthy, tea-party-backed businessman, reportedly willing to spend his own money. If McConnell makes it past Mr. Bevin, he?s poised to face likely Democratic nominee Alison Lundergan Grimes, Kentucky?s secretary of state and member of a well-connected political family, in the general election.

Add to the mix McConnelll?s mediocre job approval ratings in the state ? only 45 percent in the latest poll, by the Republican firm Wenzel Strategies.

McConnell?s biggest liability may well be his leadership role in Washington. The Republican minority leader hasn?t been able to keep near-civil war from breaking out within his party. If there?s a government shutdown this fall, Republicans could come in for heavy public blame. Even if President Obama is deeply unpopular in Kentucky, Congress is worse off.

Two new polls show a race between McConnell and Secretary Grimes within the margin error, and on Friday, the nonpartisan Cook Political Report moved the race to tossup.

?A lot of it has to do with McConnell,? says Jennifer Duffy, senior editor at the Cook Political Report. ?A lot has to do with frustration with Congress, and Democrats have done a pretty good job of blaming him for everything.?

McConnell?s biggest blow so far has been the primary challenge by Bevin. The five-term McConnell is an experienced politico ? he?s the longest-serving US?senator in Kentucky history ? and he put together an experienced reelection team early, including recruiting Kentucky tea party Sen. Rand Paul's campaign manager. He?s been raising money ever since Election Day 2012, and by mid-July reportedly had $9.6 million in the bank.

But none of that scared off Bevin, a partner in a Louisville hedge fund who blames McConnell for compromising with Democrats. So before McConnell can focus solely on beating Grimes, he has to fend off Bevin, and avoid becoming the latest member of the Washington GOP establishment to fall to a tea party challenge.

Saturday was a great day: We participated in Niagara Dogfest, which is a big annual event celebrating all things canine.

The Niagara Falls Humane Society was invited to host a barbecue lunch for the day, as we did last year, and we also included our signature Sour Puss Lemonade stand, and an Art for Animals tent. Thanks to everyone who supported our efforts and helped us pull off another successful fundraiser.

Every day is a busy day at our little shelter, and yesterday was no exception. In addition to her usual duties, our vet tech, Jen, was caring for a baby robin, feeding a tiny hummingbird, and attending to two baby bunnies. The variety of things she is responsible for sure makes her days interesting. There is a tremendous amount of caring in our building every single day, and it makes me proud to work here.

Summer is such a busy time at the shelter. Please be patient if you call and get put on hold, or if you have to wait in our lobby. If you have an animal to surrender, call us first to set up an appointment. And be aware that we have a waiting list for cat surrenders because the shelter is full right now.

Unbelievably, people are still leaving their dogs in cars in our community. I implore you to leave your pets at home where they are safe and cool on these hot summer days. It?s incredible to me that every single day we get calls about dogs suffering in locked cars in the summer heat. Your dog?s health and wellbeing is completely your responsibility. Keep them safe. Leave them at home. And if you see a dog in a hot car, please call us, or the police immediately, don?t take matters into your own hands.

Zombies, space hoppers, hula hoops and health& fitness practitioners are?among some of the activities, demonstrations and information stalls included in the official programme for the Leith Health & Fitness Festival taking place at Victoria Park, Leith on 10 August 2013 from 10am to 5pm.

Organised by local Edinburgh charity, Looking After Our Elderly, this new Festival is free to enter and aims to bring all generations of the local community together with the aim of getting active, healthy and having fun.

Information Overload?

That?s all we hear from every possible media source. There has got to be information overload. Individuals now have access to more information than ever and the only way to cope is to back away from that information. Walk away and detox reduce your stress levels. Seek the simple things in life. Work and life balance. Blah Blah Blah.

Commercial real estate clients today are not information overloaded in my opinion ?if anything they lack commercial real estate information. They do not have enough and will seek out any informational venue they see necessary to get that information. At this point that information sits where? Not with the brokers that is one thing for sure. Most likely it sits partially with the building owners but the best sources of information about commercial real estate are easily outside sources. Simple example: (GIS)?Geographic Information System.??Other examples: Public records, architectural data, construction management, facilities management, BIM and on and on and on.

The Heavy Lifting.

Commercial real estate clients are doing the data research on a potential lease or purchase long before they ever think about contacting a broker. Don?t think so? How much time did you spend online researching let?s say you last phone purchase? Wait,really you just walked into the phone store said hello to the pimple faced kid behind the counter and said ? just pick me out one that you think might work for a couple of years.? ?? Five hundred and sixty dollars sounds good to me and no I don?t care about a maintenance program.? ? Just hit my card and put the phone in a bag, I will figure out how to work the thing later.? The International Union of Nutritional Science (IUNS) 20th Congress of Nutrition, taking place in Granada, Spain from 15-20 September 2013, will gather nutrition experts from around the world to discuss the latest nutrition research developments. In conjunction with the Congress on 19 September, a Symposium on "Maintaining health with nutrient rich diets: The role of dairy in prevention of metabolic syndrome, CVD, obesity and sarcopenia" will present updates on the most recent studies demonstrating these four different yet major health benefits of dairy products.

In the first of four presentations, Prof Connie M. Weaver, Distinguished Professor, Purdue University, USA, will outline the high-quality protein and micronutrients contained in milk. "Milk provides a rich nutrient package such as calcium, potassium, B vitamins, proteins, and many more. These nutrients have been linked to beneficial health effects on bone health, blood pressure, heart health, gut integrity," says Dr Connie Weaver. She will also demonstrate how "Milk intake is a marker of a healthy diet."

Health benefits

Observational studies provide a real life picture of the effects of dietary factors on health. Prof Vanina Bongard, Associate Professor, Toulouse University Hospital, France, will update participants on the results of a French epidemiological study (the MONICA project) conducted over a period of nearly 14 years. This study reveals that "dairy consumption as part of a diverse, healthy diet was associated with the lowest mortality rate mostly due to reduced cardiovascular deaths. A cross sectional analysis among the same study participants found that dairy and calcium consumption associated with lower blood pressure and diets that included dairy, fish and cereals had a lower risk of metabolic syndrome."

Following up on the benefits of dairy products, Prof Mario Kratz, Assistant member, Fred Hutchison Cancer Research Center, USA, will debate the relationship between high-fat dairy and obesity, cardiovascular, and metabolic studies. "More research is needed to understand the benefits of full fat dairy products," says Prof Kratz of the unexpected results from observational studies, which demonstrated that consumption of high-fat dairy products does not contribute to cardiometabolic risk and is associated with a lower risk of obesity in most studies. "These data suggest that high-fat dairy may have benefits, potentially related to some less studied fatty acids in the milk fat. An important area for future research may be to study how bovine feeding practices affect the contents of these potentially bioactive fatty acids in dairy, and whether potential differences translate into differential health effects."

Prof Luc van Loon, Professor of Exercise Physiology and Nutrition, Maastricht University, The Netherlands will explore with participants the prevention of sarcopenia. "A blunted muscle protein synthetic response following dietary protein ingestion could be a key factor in age-related muscle loss," explains Prof van Loon. "The combination of well timed milk protein intake with physical activity and/or resistance type exercise training represents an effective therapeutic strategy to increase muscle mass and functional performance in the elderly".

International collaboration

The eight organizations responsible for organizing this symposium, namely Dairy Australia, Dairy Council (UK), Dairy Research Institute (DRI), Dutch Dairy Association (NZO), European Milk Forum (EMF), French Dairy Inter-branch Organization (CNIEL), Global Dairy Platform (GDP) and the International Dairy Federation (IDF), recognize the importance of international collaboration and knowledge transfer for advancement in nutrition science. Through initiatives such as this satellite symposium, they are working together to disseminate tangible nutritional benefits of dairy benefits.

The session will be chaired by Prof. Connie Weaver, Dept. Nutrition Science, Purdue University, USA, and co-chaired by Dr Stefanie Oude Elferink, Chair of the IDF Standing Committee on Nutrition and Health.

Facebook Announces New Mobile Game Publishing Effort

Today, Facebook is formally announcing that effort at the Casual Connect conference in San Francisco, and they’re putting a call out for developers that are looking to participate. They didn’t disclose the revenue share they’re asking for. The company says its publishing experiment is “a new pilot program to help small and medium-sized developers take their mobile games global.” The thinking is that it’s become prohibitively expensive for new mobile developers to find an audience, as the top grossing charts have become a lot more stable over the last year. With more than 800 million mobile users every month and more than 260 million people playing games on Facebook, the company says it’s in a unique position to help developers target high-quality gamers. Already, they’ve racked up about 10 developers, including educational game maker Brainbow, Kiwi (which said it just raised $9 million led by Sequoia Capital yesterday) and the U.K.’s Space Ape, which is run by veterans of social game maker Playfish, which sold to EA for at least $275 million in cash. While sources hinted to us that the program was really for indie developers who have fewer resources to compete with the multi-million-dollar marketing budgets of big studios, there are a few larger ones in the program. Gameloft, which is a publicly traded French gaming company worth $652 million, was also in the program with a game called Kingdom & Lords. Facebook is embarking on mobile app publishing at a time when it is trying to figure out how much revenue it can wrest from the app ecosystem it supports with access to the social graph and ads. The company said 41 percent of its advertising revenue in the most recent quarter came from mobile platforms — or about $656 million. This is up from virtually nothing in the same quarter a year ago, when Facebook only started to turn on sponsored stories in the mobile news feed. If you annualized that, Facebook’s mobile ad business is now worth at least $2.6 billion per year. Yet, the company hasn’t been able to tap into the rich in-app purchase revenue that game developers generate on Android and iOS. Macau aims for another Vegas staple: boxing

MACAU (AP) ? A Chinese fighter's victory at a Macau showdown brings the world's top casino market a step closer to challenging Las Vegas for dominance of another Sin City staple: big-time boxing matches.

Macau, which long ago eclipsed Vegas as the world's top gambling city, is now looking to add to its allure by holding the kind of boxing bouts that Las Vegas is known for.

The tiny Chinese enclave near Hong Kong is hosting a series of high-profile bouts this year featuring a pair of Asian stars: Chinese two-time Olympic gold medalist Zou Shiming and Philippine fighter Manny Pacquiao.

Zou made his professional debut in April, winning the "Fists of Gold" match at Macau's Venetian resort. He returned for a second installment of the series on Saturday night, defeating his Mexican opponent in a unanimous decision at the Cotai Arena.

Zou's rise has helped boost boxing's popularity among fans in China, where the sport was banned until the mid-1980s. Chinese fans, mostly subdued for the six preliminary "undercard" fights, rose to their feet for the main event, calling out "Jia you!" ? Chinese for "Let's go!" ? and stomping their feet as Zou fought a six-round flyweight match with Jesus Ortega.

Now all eyes are on the "Clash in Cotai" in November, featuring Pacquiao for the main event and Zou on the undercard. Organizers say it'll be the biggest professional boxing match ever held in China. It'll also be the first outside of the U.S. since 2006 for the Filipino superstar, who has lost his two last bouts.

Boxing's emergence in Macau is another reminder of how the global gambling industry's center of gravity has shifted to the East thanks to rising incomes in China. The former Portuguese colony, now a semiautonomous region of China, overtook the Las Vegas Strip in 2006 as the world's most lucrative gambling market. Last year it raked in $38 billion in gambling revenue, six times more than the Strip. But authorities want Macau to be known for more than gambling and see big events as a way to turn the city, which has a lingering reputation for seediness and corruption, into a broader tourist destination.

Zou's celebrated trainer, Los Angeles-based Freddie Roach, left no doubt about how the focus has changed in the boxing world.

"I think I've got a new home," he said at a press conference last week, referring to the Venetian, the flagship casino resort of billionaire Sheldon Adelson's Macau casino arm, Sands China Ltd. "Macau has become the capital of the boxing world."

For promoter Top Rank, it's a chance to get a head start on bringing the sport to the huge, untapped market in China. Boxing was banned under Communist Party Chairman Mao Zedong for being too violent and too Western. It wasn't until 1986 that the ban was lifted.

The sport is nowhere near as popular in China as soccer or basketball, but Top Rank boss Bob Arum sees a vast potential market of new fans. Key to his plan is Zou, who became a celebrity in China after winning a gold medal in the Beijing Olympics and another at the London Olympics.

Zou "has energized people who follow sports in China," said Arum. "The number of people who watched his last fight in China was quite remarkable, anywhere between 100 million to 200 million homes based on the surveys we've had done. That's outstanding. Most countries don't even have that many people."

Top Rank put on a Vegas-style production for the Macau fights, complete with spotlights, scantily-clad "ring girls" and announcer Michael Buffer, best known for his catchphrase, "Let's get ready to rumble!" Arum said production costs for a Macau show amount to $500,000, about the same as for bouts in Vegas.

Arum said he envisions Top Rank, which organizes 60 boxing shows a year, eventually holding four to six a year in Macau. Las Vegas, in comparison, is hosting a dozen pro bouts this year.

For Arum, the big prize in bringing boxing to China is the potential for pay per view profits that would dwarf those in the U.S.

Zou's fights were carried on state broadcaster CCTV. Arum had hoped to offer the Pacquiao fight on pay per view but he said lining up a deal with potential partners has been harder than expected. China's broadcasting industry is dominated by state-run broadcasters while premium cable and satellite channels have little role to play.

One idea had been to offer the November fight for $5 in China on smartphones. That's a fraction of the $50-$60 typically charged to see a live bout on cable in the U.S but the sheer numbers of potential viewers in a country with more than 1 billion people would make up the difference.

"We were hoping to do pay per view in China but we are not anywhere near ready to do it yet. That's something for next year and the year after," he said.

"Once we get that going, it could be a monster," said Arum.

Even if Chinese pay per view doesn't take off, Macau will still remain a viable boxing venue because for non-American fighters it will represent a bigger purse. They won't have to pay U.S. taxes of about 40 percent on their earnings.

That would be a substantial incentive for someone such as Pacquiao, who would only be subject to lower tax rates in the Philippines or Macau on the $25-$30 million that Arum said he's expected to earn from the November fight.

The biggest upside from the fight nights, however, may be for the casino. It benefits directly from more visitors, which will help raise gambling revenue. The Pacquiao fight will be an especially good chance to reel in the high-rolling mainland Chinese VIP gamblers that have supercharged Macau's casino industry.

It also gives casinos another way to circumvent the advertising and promotional restrictions that come with mainland China's ban on casinos.

"The boxing in Macau without doubt helps promote Sands China or the Venetian brand in China," said Aaron Fischer, head of gaming research at brokerage CLSA Asia-Pacific Markets. "Marketing of casinos is illegal in China and hence gaming companies will have to indirectly promote the integrated resort by marketing the non-gaming facilities like the hotel, conventions or by marketing the various events like boxing matches."

Small Businesses Face &#39;Major Extreme Weather Challenges ...

US small businesses ? which employ 60 million Americans, or about half of the workforce ? are particularly at risk from extreme weather and climate change and must take steps to adapt, according to a report from Small Business Majority (SBM) and the American Sustainable Business Council (ASBC).

Climate Change Preparedness and the Small Business Sector says the retail, tourism, landscape architecture, agriculture, roofing, and small-scale manufacturing sectors are more vulnerable to the financial implications of climate change than their larger corporate counterpart.

The report finds:

  • Lacking access to the capital and resources of large corporations, small businesses can suffer lasting economic damage as a result of a single extreme weather event. For example, of the 60,000 to 100,000 small businesses negatively affected by Hurricane Sandy, up to 30 percent are estimated to have failed as a direct result of the storm.
  • An estimated 25 percent of small- to mid-sized businesses do not reopen following a major disaster.
  • The median cost of downtime from a small business affected by an extreme weather event is $3,000 per day. Small businesses? physical assets tend to be more concentrated: a single building or factory could represent most of the book value of a small business, whereas large businesses benefit from greater geographic diversification.
  • The majority of small businesses have not closely analyzed the potential economic losses from extreme weather events or other climate-related risks, in part due to a lack of resources to do so. In fact, 57 percent of small businesses have no disaster recovery plan, and for those small businesses that do have continuity, or risk management plans, 90 percent spend less than one day a month preparing and maintaining them.

According to the?National Oceanic and Atmospheric Administration, 2011 and 2012 were the two most extreme years on record for destructive weather events, which caused a total of more than $170 billion in damages, much of that to businesses.

The majority of small businesses operate out of a single physical location. According to the US Small Business Administration, up to 90 percent of small businesses get the majority of their business from within two miles of their front doors. This makes small businesses more vulnerable to loss compared to larger companies that have backup resources at alternate facilities or branch locations.

As a result, small businesses will be more heavily impacted by technological or telecommunications failures, the absence of employees, power failures, supply chain interruptions, and rising insurance costs. Direct damage from extreme weather events such as flooding, sea level rise, storm surge, and drought will impact small businesses more severely than a larger business with more financial and human capital, the report says.

According to a June poll by Small Business Majority, one-third of small business owners report they have been personally affected by extreme weather, and 57 percent believe extreme weather events are an urgent problem.

PPI insurance complaints may have peaked - ombudsman

LONDON (Reuters) - The Financial Ombudsman Service is starting to see a decline in the number of complaints it receives about mis-sold loan insurance but levels remain very high, Chief Financial Ombudsman Natalie Ceeney said.

Britain's biggest banks are expected to this week set aside hundreds of millions of pounds more to compensate customers mis-sold the insurance but Ceeney's comments will raise their hopes that the worst is behind them.

The industry has already set aside more than 14 billion pounds to compensate customers mis-sold payment protection policies (PPI), which were meant to protect borrowers in the event of sickness or unemployment but were often sold to those who would have been ineligible to claim.

Ceeney said the ombudsman, which steps in where customers and their banks can't reach an agreement, is now receiving 2,000 new cases every working day compared with 3,000 at its peak six months ago.

"I think somewhat inevitably the people who care most about complaining and trying to get compensation do so first. In any complaints cycle the numbers rise and you subsequently see them fall. I suspect we're on the downward curve," Ceeney told Reuters in an interview on Monday.

Ceeney cautioned it was difficult to predict future trends.

"Will it fall to 1,000 in six months? I just don't know. The interesting thing about PPI is none of us know where it's going to go," she said.

Despite the ombudsman working with banks to improve their complaints handling procedures, Ceeney said 78 percent of cases were being resolved in the customer's favour.

"We should be seeing uphold rates at 20 to 25 percent because banks should know what they're doing now. These are now so well trodden. When customers do complain it should be handled properly," she said.

Barclays is expected to add to the 2.6 billion pounds it has set aside for PPI costs, when it becomes the first UK bank to report results on Tuesday. Lloyds, which has set aside 6.8 billon pounds already, the most of any bank, is also expected to increase its provision on Thursday.

Lloyds ended a contract with Deloitte in June after problems were uncovered in the way a call centre operated by the business services firm handled customer complaints about PPI.

"Too many of the banks have not taken enough care on PPI complaint handling. Most of the big banks have outsourced it. The problem if you outsource is that you have to pay huge amounts of care to make sure your outsourcers are working to the right standards," Ceeney said.

According to figures from Britain's financial regulator, 50 million PPI policies were sold and only around 15 percent of people who had the policies have claimed for compensation.

Ceeney also said the ombudsman had seen a sharp rise in complaints about payday lenders although the numbers remained relatively low, which she blamed in part on the stigma felt by those who had used payday lenders.

Oil spill reaches Thailand resort island

Oil has washed up on a resort island in Thailand as a result of an oil spill.

BANGKOK, July 29 (UPI) -- Oil from a leaking pipeline has washed up on a resort island in Thailand, a Thai lawmaker says.

The spill occurred early Saturday when the pipeline operated by PTT Global Chemistry, a subsidiary of Thai state-owned oil and gas PTT Public Co. Ltd., sprung a leak about 12 miles off the coast of mainland Rayong province, The Nation newspaper reports.

About 13,000 gallons of oil leaked into the sea, the company said. By Sunday night, the oil slick had reached the western side of Samet Island, covering about 2,000 feet of beachfront, China's state-run Xinhua News Agency reports.

But Satit Pituthecha, a Democrat member of Parliament for Rayong, said Monday the amount of spilled oil was greater than the 13,000 gallons PTTGC had reported and accused the company of "hiding the truth," Xinhua reports.

Pituthecha said the spill had caused severe damage to Rayong's environment and that it would take at least six months for its tourism sector to recover.

Thailand's National News Bureau reported Monday at least 70 percent of the oil spilled off Rayong coast has been cleaned.

PTTGC admitted it had underestimated the scope of the spill.

"As the highest ranking executive at PTTGC, I admit to being guilty in causing damage to the environment and will pay for the damage," the Bangkok Post reported the company's chief executive, Anon Sirisaengtaksin, said at a press conference Monday.

"We underestimated the problem, and we thought we could control the oil spill, but it sneaked out of the contained area," Anon said.

He said the company expects the area to be cleaned up and restored by Thursday.

Greenpeace called on the Thai government Monday to review its energy policy and to put an end to oil exploration and drilling in the Gulf of Thailand.

Thailand imports more than 60 percent of its total petroleum needs and nearly 85 percent of its crude oil consumption, the U.S. Energy Information Administration says.

The government plans to construct an oil pipeline and storage facilities between the Andaman Sea and the Gulf of Thailand to facilitate transportation of crude oil imports from the Middle East to Southeast Asia.

In 2009, PTTEP Australasia, a PTT subsidiary, was involved in an oil spill considered one of Australia's worst oil disasters, in the Montara oil field in the Timor Sea off the northern coast of Western Australia.

PTTEP Australasia Chief Executive Ken Fitzpatrick, in announcing last month that oil production had begun from the Montara field, said that since the spill, the company "has transformed safety processes and environmental systems" which were validated by five independent reviews commissioned by the Australian government.
